In the context of health, social auditing involves the systematic assessment of healthcare services by the very people who use them and identifying gaps, best practices, and challenges in care to advocate for improvements. The Jeunes en Vigie (Young Lookouts) program is a pioneering initiative that embodies a feminist approach to social auditing in sexual and reproductive health and rights (SRHR) services. This program empowers young women, ages 18-30, to conduct social audits through field surveys and peer interviews, actively engaging them in their communities.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Implemented across four districts in Burkina Faso (Koudougou, R\u00e9o, Koup\u00e9la, and Tenkodogo) and two districts in Senegal (Matam and Mbour), the Jeunes en Vigie program is managed by a consortium of organizations, led by <\/span><a href=\"https:\/\/equipop.org\/en\/home-equipop\/\"><span style=\"font-weight: 400\">Equipop<\/span><\/a><span style=\"font-weight: 400\"> in collaboration with the <\/span><a href=\"https:\/\/www.facebook.com\/burcaso\/\"><span style=\"font-weight: 400\">Burkinabe Council of Community Development Organizations (BURCASO)<\/span><\/a><span style=\"font-weight: 400\"> and <\/span><a href=\"https:\/\/sosjd.org\/\"><span style=\"font-weight: 400\">SOS Jeunesses et D\u00e9fis (SOS\/JD)<\/span><\/a><span style=\"font-weight: 400\"> in Burkina Faso, along with <\/span><a href=\"https:\/\/ongraes.org\/\"><span style=\"font-weight: 400\">ONG RAES<\/span><\/a><span style=\"font-weight: 400\"> and <\/span><a href=\"https:\/\/www.jed.sn\/\"><span style=\"font-weight: 400\">Jeunesse et D\u00e9veloppement (JED)<\/span><\/a><span style=\"font-weight: 400\"> in Senegal. The project was funded by <\/span><a href=\"https:\/\/linitiative.expertisefrance.fr\/en\/\"><span style=\"font-weight: 400\">L\u2019Initiative<\/span><\/a><span style=\"font-weight: 400\">, a French mechanism that works with the Global Fund to accelerate the fight against major pandemics including HIV\/AIDS, tuberculosis, and malaria.<\/span><\/p>\n\n\t\t<\/div>\n\t<\/div>\n<div class=\"vc_empty_space\"   style=\"height: 32px\"><span class=\"vc_empty_space_inner\"><\/span><\/div><\/div><\/div><\/div><\/div><div class=\"vc_row wpb_row vc_row-fluid\" ><div class=\"wpb_column vc_column_container vc_col-sm-12\"><div class=\"vc_column-inner\"><div class=\"wpb_wrapper\">\n\t<div  class=\"wpb_single_image wpb_content_element vc_align_center wpb_content_element\">\n\t\t\n\t\t<figure class=\"wpb_wrapper vc_figure\">\n\t\t\t<div class=\"vc_single_image-wrapper  \"><\/div><figcaption class=\"vc_figure-caption\"><\/figcaption>\n\t\t<\/figure>\n\t<\/div>\n\n\t<div class=\"wpb_text_column wpb_content_element\" >\n\t\t<div class=\"wpb_wrapper\">\n\t\t\t<p><span style=\"font-weight: 400\">Young girls and women in these regions face significant SRHR challenges. In Burkina Faso and Senegal, <\/span><a href=\"https:\/\/equipop.org\/en\/young-lookouts-transform-healthcare-systems-so-girls-are-no-longer-left-behind\/\"><span style=\"font-weight: 400\">75% of HIV infections<\/span><\/a><span style=\"font-weight: 400\"> among young people are among girls. Furthermore, by the age of 19, <\/span><a href=\"https:\/\/equipop.org\/en\/young-lookouts-transform-healthcare-systems-so-girls-are-no-longer-left-behind\/\"><span style=\"font-weight: 400\">57% of women in Burkina Faso and 34% in Senegal<\/span><\/a><span style=\"font-weight: 400\"> have already had a child, often limiting their ability to pursue higher education and professional development. These figures underscore the urgent need for targeted interventions that address the specific needs of this vulnerable population. Despite these challenges, the healthcare systems and programs in these regions often fail to meet the needs of young women and girls due to discriminatory attitudes held by providers, lack of investment in youth-responsive services, and other systemic barriers. The result is a significant gap in the availability and accessibility of quality SRHR services for young women.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The Jeunes en Vigie program aims to address these gaps by integrating a feminist and human rights perspective into its social audits. Although previous programs often failed to adequately address girls&#8217; health issues by viewing them solely as &#8220;beneficiaries&#8221; or &#8220;users&#8221; rather than as &#8220;engaged citizens&#8221; or &#8220;empowered women,&#8221; the Jeunes en Vigie program seeks to change this narrative by recognizing these young women as central actors in advocating for their health rights. By fostering safe spaces for dialogue, empowering young girls to conduct social audits of local health care services, and advocating for gender-responsive care, the project strengthens healthcare systems in Burkina Faso and Senegal. These efforts not only address critical health issues like family planning, HIV, tuberculosis, and malaria, but also enhance the responsiveness of health care systems to the needs of youth, thereby advancing progress toward universal health coverage for this vulnerable population.<\/span><\/p>\n<\/div><\/div><\/div><\/section><div class=\"vc_empty_space\"   style=\"height: 32px\"><span class=\"vc_empty_space_inner\"><\/span><\/div><\/div><\/div><\/div><\/div><div class=\"vc_row wpb_row vc_row-fluid\" ><div class=\"wpb_column vc_column_container vc_col-sm-12\"><div class=\"vc_column-inner\"><div class=\"wpb_wrapper\">\n\t<div class=\"wpb_text_column wpb_content_element\" >\n\t\t<div class=\"wpb_wrapper\">\n\t\t\t<h2><b>Get to Know the Jeunes en Vigie Program Model<\/b><\/h2>\n\n\t\t<\/div>\n\t<\/div>\n<div class=\"vc_empty_space\"   style=\"height: 32px\"><span class=\"vc_empty_space_inner\"><\/span><\/div>\n\t<div class=\"wpb_text_column wpb_content_element\" >\n\t\t<div class=\"wpb_wrapper\">\n\t\t\t<p><span style=\"font-weight: 400\">From 2020 to 2024, the Jeunes en Vigie program trained and supported 90 young auditors across six districts in Burkina Faso (Koudougou, R\u00e9o, Tenkodogo, Koup\u00e9la) and Senegal (Mbour, Matam). These auditors were equipped with knowledge and tools on SRHR, media communication, and social auditing techniques to evaluate health services related to SRHR, HIV, tuberculosis, and malaria\u2014the most pressing health concerns in their communities.<\/span><\/p>\n<p><span style=\"font-weight: 400\">From May to July 2022, the young auditors, with support from consortium organizations, conducted social audits to assess adolescents&#8217; and young people&#8217;s access to family planning and SRH services and care for HIV, tuberculosis, and malaria. Testimonial sheets were also used to collect feedback from healthcare providers. By involving young women in these audits, the program ensured that they became active participants in their health, advocating for the changes needed to make health services more accessible, comprehensive, and responsive to their needs.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The preparatory phase of the social audits included two training sessions for auditors on key health information on SRHR, HIV, tuberculosis, and malaria, as well as on media skills. These changes were observed during the various &#8216;change-oriented approach&#8217; workshops organized throughout the project with the auditors and project teams. These workshops used several tools (e.g., the flower of empowerment framework and power relations mapping) to identify the &#8216;small steps&#8217; of change achieved since the program\u2019s start.
