Specifically, people want to know what kinds of <strong>outcomes<\/strong> they can expect to achieve by investing in KM. Demonstrating the impact of KM on higher-level outcomes\u2014like using data and information to inform program or policy decision making or applying knowledge to improve health systems\u2014can be challenging because it can be hard to tease out the specific impact of KM tools and techniques when they are used in concert with other public health activities.<\/p>\n\n\t\t<\/div>\n\t<\/div>\n<div class=\"vc_empty_space\"   style=\"height: 32px\"><span class=\"vc_empty_space_inner\"><\/span><\/div><\/div><\/div><\/div><\/div><div class=\"vc_row wpb_row vc_row-fluid\" ><div class=\"wpb_column vc_column_container vc_col-sm-12\"><div class=\"vc_column-inner\"><div class=\"wpb_wrapper\">\n\t<div class=\"wpb_text_column wpb_content_element\" >\n\t\t<div class=\"wpb_wrapper\">\n\t\t\t<p style=\"text-align: left\">This is where <a href=\"https:\/\/usaidlearninglab.org\/system\/files\/resource\/files\/dn_-_complexity-aware_monitoring_final2021_1.pdf\" target=\"_blank\" rel=\"noopener\">complexity-aware monitoring and evaluation<\/a> (M&amp;E) methods come in. We\u2019ve used the questions from the <a href=\"https:\/\/mande.co.uk\/wp-content\/uploads\/2018\/01\/MSCGuide.pdf\" target=\"_blank\" rel=\"noopener\">Most Significant Change<\/a> (MSC) technique\u2014a complexity-aware M&amp;E method\u2014to contribute to the evaluation of several KM initiatives that we\u2019ve led and found it to be a useful method for demonstrating the benefits (outcomes) of these KM interventions.<\/p>\n\n\t\t<\/div>\n\t<\/div>\n<\/div><\/div><\/div><\/div><div class=\"vc_row wpb_row vc_row-fluid\" ><div class=\"wpb_column vc_column_container vc_col-sm-12\"><div class=\"vc_column-inner\"><div class=\"wpb_wrapper\"><div class=\"vc_empty_space\"   style=\"height: 32px\"><span class=\"vc_empty_space_inner\"><\/span><\/div><\/div><\/div><\/div><\/div><div class=\"vc_row wpb_row vc_row-fluid\" ><div class=\"wpb_column vc_column_container vc_col-sm-12\"><div class=\"vc_column-inner\"><div class=\"wpb_wrapper\">\n\t<div class=\"wpb_text_column wpb_content_element\" >\n\t\t<div class=\"wpb_wrapper\">\n\t\t\t<h2>What Is MSC?<\/h2>\n<p>MSC is a participatory M&amp;E method based on <em><strong>stories<\/strong><\/em> rather than <em><strong>indicators<\/strong><\/em> (see figure). It was designed to be used throughout a project\u2019s lifecycle to inform ongoing course corrections (in other words, for ongoing monitoring and adaptive management), but it can also contribute qualitative data on a project\u2019s outcomes and impact.<\/p>\n\n\t\t<\/div>\n\t<\/div>\n<div class=\"vc_empty_space\"   style=\"height: 32px\"><span class=\"vc_empty_space_inner\"><\/span><\/div>\n\t<div  class=\"wpb_single_image wpb_content_element vc_align_center wpb_content_element\">\n\t\t\n\t\t<figure class=\"wpb_wrapper vc_figure\">\n\t\t\t<div class=\"vc_single_image-wrapper  \"><\/div><figcaption class=\"vc_figure-caption\"><\/figcaption>\n\t\t<\/figure>\n\t<\/div>\n<\/div><\/div><\/div><\/div><div class=\"vc_row wpb_row vc_row-fluid\" ><div class=\"wpb_column vc_column_container vc_col-sm-12\"><div class=\"vc_column-inner\"><div class=\"wpb_wrapper\"><div class=\"vc_empty_space\"   style=\"height: 32px\"><span class=\"vc_empty_space_inner\"><\/span><\/div>\n\t<div class=\"wpb_text_column wpb_content_element\" >\n\t\t<div class=\"wpb_wrapper\">\n\t\t\t<p>MSC stories are based on respondents\u2019 answers to three key MSC questions:<\/p>\n<ul>\n<li>What do you think was the most significant change?<\/li>\n<li>Why was this significant to you?<\/li>\n<li>What difference has this made now or will make in the future?<\/li>\n<\/ul>\n<p>The questions, at first glance, seem simple\u2014maybe even too simple! But as we used the MSC questions in evaluations of KM initiatives as diverse as our <a href=\"https:\/\/www.km4djournal.org\/index.php\/km4dj\/article\/view\/536\" target=\"_blank\" rel=\"noopener\">Learning Circles program<\/a>, <a href=\"https:\/\/knowledgesuccess.org\/the-pitch\/\">The Pitch<\/a>, our <a href=\"https:\/\/knowledgesuccess.org\/2024\/10\/22\/a-systems-approach-to-km-capacity-strengthening-to-achieve-health-program-objectives\/\" target=\"_blank\" rel=\"noopener\">KM capacity strengthening interventions<\/a> in Asia and East Africa, and our partnership with five francophone African countries to <a href=\"https:\/\/knowledgesuccess.org\/2024\/10\/17\/why-knowledge-management-for-fp-cips\/\">integrate KM into costed implementation plans<\/a> (CIPs), we found that MSC is actually powerful!<\/p>\n\n\t\t<\/div>\n\t<\/div>\n<div class=\"vc_empty_space\"   style=\"height: 32px\"><span class=\"vc_empty_space_inner\"><\/span><\/div><\/div><\/div><\/div><\/div><div class=\"vc_row wpb_row vc_row-fluid\" ><div class=\"wpb_column vc_column_container vc_col-sm-12\"><div class=\"vc_column-inner\"><div class=\"wpb_wrapper\">\n\t<div class=\"wpb_text_column wpb_content_element\" >\n\t\t<div class=\"wpb_wrapper\">\n\t\t\t<h2>Five Lessons We Learned About MSC<\/h2>\n<p><strong>1. The MSC questions are quite mighty, allowing different perspectives to emerge from diverse experiences.<\/strong><\/p>\n<p>We were nervous about using just the MSC questions in our interviews and focus groups. We didn\u2019t think we\u2019d get data on certain outcomes (positive or negative) because the MSC questions were so broad, so we also asked our respondents more specific questions. We found people\u2019s responses to the more specific questions were generally duplicative of what they had shared to the MSC questions, and sometimes less rich.<\/p>\n<p>For example, in response to the MSC questions, a Francophone African Learning Circles participant shared:<\/p>\n<blockquote><p>\n<em><span class=\"NormalTextRun SCXW257460574 BCX0\">P<\/span><span class=\"NormalTextRun SCXW257460574 BCX0\">articipating in this<\/span><span class=\"NormalTextRun SCXW257460574 BCX0\"> [Learning Circles]<\/span><span class=\"NormalTextRun SCXW257460574 BCX0\"> session allowed me to learn new knowledge and it really had an impact in my life because<\/span> <span class=\"NormalTextRun AdvancedProofingIssueV2Themed SCXW257460574 BCX0\">first of all<\/span><span class=\"NormalTextRun SCXW257460574 BCX0\">, it allowed us to know new experiences of our peers who are in other countries. <\/span><span class=\"NormalTextRun SCXW257460574 BCX0\">\u2026<\/span><span class=\"NormalTextRun SCXW257460574 BCX0\"> through this opportunity, we understood that there are practices that exist in other <\/span><span class=\"NormalTextRun ContextualSpellingAndGrammarErrorV2Themed SCXW257460574 BCX0\">countries<\/span><span class=\"NormalTextRun SCXW257460574 BCX0\"> but which are not in our country and <\/span><span class=\"NormalTextRun SCXW257460574 BCX0\">\u2026<\/span><span class=\"NormalTextRun SCXW257460574 BCX0\"> why not duplicate, these beautiful experiences in our country too<\/span><span class=\"NormalTextRun SCXW257460574 BCX0\">?<\/span> <span class=\"NormalTextRun SCXW257460574 BCX0\">\u2026 T<\/span><span class=\"NormalTextRun SCXW257460574 BCX0\">he second thing<\/span><span class=\"NormalTextRun SCXW257460574 BCX0\"> \u2026 <\/span><span class=\"NormalTextRun SCXW257460574 BCX0\">this session has allowed us to build this link and these relationships between us<\/span><span class=\"NormalTextRun SCXW257460574 BCX0\"> [participants from other African countries]<\/span><span class=\"NormalTextRun SCXW257460574 BCX0\">.<\/span> <span class=\"NormalTextRun SCXW257460574 BCX0\">And the third thing is that it allowed us to learn how to manage our knowledge. Because it must be said that we do a lot on the field: we do activities, we do initiatives. But the sustainability and especially the documentation of these initiatives\u2014these sessions allowed us, in any case, [to learn] how to document and how to manage the body of knowledge that we can gain from the experiences<\/span><span class=\"NormalTextRun SCXW257460574 BCX0\">.\u00a0<\/span><\/em>\n<\/p><\/blockquote>\n<p><span class=\"TextRun SCXW55741916 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW55741916 BCX0\">When asked more specifically to<\/span> <span class=\"NormalTextRun SCXW55741916 BCX0\">explain whether <\/span><span class=\"NormalTextRun SCXW55741916 BCX0\">the Learning Circles format was useful in generating and sharing lessons about what works and what <\/span><span class=\"NormalTextRun SCXW55741916 BCX0\">doesn\u2019t<\/span><span class=\"NormalTextRun SCXW55741916 BCX0\"> in <\/span><span class=\"NormalTextRun SCXW55741916 BCX0\">family planning<\/span><span class=\"NormalTextRun SCXW55741916 BCX0\"> programs<\/span><span class=\"NormalTextRun SCXW55741916 BCX0\">, the same participant <\/span><span class=\"NormalTextRun AdvancedProofingIssueV2Themed SCXW55741916 BCX0\">referred back<\/span><span class=\"NormalTextRun SCXW55741916 BCX0\"> to learning from other participants\u2019 experiences<\/span><span class=\"NormalTextRun SCXW55741916 BCX0\"> as <\/span><span class=\"NormalTextRun SCXW55741916 BCX0\">an indication<\/span><span class=\"NormalTextRun SCXW55741916 BCX0\"> of the usefulness of the Learning Circles format<\/span><span class=\"NormalTextRun SCXW55741916 BCX0\">:<\/span><span class=\"NormalTextRun SCXW55741916 BCX0\">\u00a0<\/span><\/span><span class=\"EOP SCXW55741916 BCX0\" data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<blockquote><p>\n<em><span class=\"TextRun SCXW83315131 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW83315131 BCX0\">I would have to say that the format was quite useful in terms of managing, sharing lessons and programs, about what works and what <\/span><span class=\"NormalTextRun SCXW83315131 BCX0\">doesn&#8217;t<\/span><span class=\"NormalTextRun SCXW83315131 BCX0\">.<\/span> <span class=\"NormalTextRun SCXW83315131 BCX0\">\u2026 <\/span><span class=\"NormalTextRun SCXW83315131 BCX0\">it allowed us to see,<\/span> <span class=\"NormalTextRun SCXW83315131 BCX0\">for example, in Guinea here, what are the elements or what are the initiatives<\/span> <span class=\"NormalTextRun SCXW83315131 BCX0\">that work <\/span><span class=\"NormalTextRun AdvancedProofingIssueV2Themed SCXW83315131 BCX0\">in the area of<\/span><span class=\"NormalTextRun SCXW83315131 BCX0\"> FP? And what <\/span><span class=\"NormalTextRun SCXW83315131 BCX0\">doesn\u2019t<\/span><span class=\"NormalTextRun SCXW83315131 BCX0\"> work? We shared and other young people in other countries also<\/span> <span class=\"NormalTextRun SCXW83315131 BCX0\">share<\/span><span class=\"NormalTextRun SCXW83315131 BCX0\">d<\/span><span class=\"NormalTextRun SCXW83315131 BCX0\"> their experiences<\/span><span class=\"NormalTextRun SCXW83315131 BCX0\">.<\/span><\/span><\/em>\n<\/p><\/blockquote>\n<p><strong><span class=\"TextRun MacChromeBold SCXW265062356 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW265062356 BCX0\">2. The MSC questions<\/span><span class=\"NormalTextRun SCXW265062356 BCX0\"> also help<\/span><span class=\"NormalTextRun SCXW265062356 BCX0\"> uncover<\/span><span class=\"NormalTextRun SCXW265062356 BCX0\"> unexpected outcomes<\/span><span class=\"NormalTextRun SCXW265062356 BCX0\">.<\/span><\/span><span class=\"TextRun SCXW265062356 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW265062356 BCX0\">\u00a0<\/span><\/span><span class=\"EOP SCXW265062356 BCX0\" data-ccp-props=\"{}\">\u00a0<\/span><\/strong><\/p>\n<p><span data-contrast=\"auto\">Structured forms of M&amp;E are useful for linear and clear causal pathways. But in complex environments or interventions, you need something with more flexibility. This flexibility helps you discover things that you didn\u2019t necessarily design for. Once you discover these aspects, you can factor them in your design to strengthen those components even further or address problematic areas.<\/span><\/p>\n<p><span data-contrast=\"auto\">For example, in our Learning Circles evaluation, we were pleasantly surprised to learn from several participants that their participation in Learning Circles contributed to their career advancement, something we hadn\u2019t intentionally factored into the initial design of the program:\u00a0<\/span><\/p>\n<blockquote><p>\n<em>I can see it [Learning Circles] as really good for my career to a point where right now I think I&#8217;m moving to even more senior positions just because of the knowledge.<\/em> \u2013 Participant from Anglophone Africa\n<\/p><\/blockquote>\n<blockquote><p>\n<em>\u201c\u2026 I was also a part of this whole regional network and the impact that [my participation in Learning Circles] has created was that earlier I was only looking after the India-level network, but after trading the insights [from Learning Circles] that I provided to the organizational senior management, they also asked me to lead this Southeast Asia regional network as well.<\/em> \u2013 Participant from Asia\n<\/p><\/blockquote>\n<p><strong><span class=\"TextRun MacChromeBold SCXW172305463 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW172305463 BCX0\">3. It<\/span><span class=\"NormalTextRun SCXW172305463 BCX0\"> i<\/span><span class=\"NormalTextRun SCXW172305463 BCX0\">s<\/span><span class=\"NormalTextRun SCXW172305463 BCX0\"> helpful <\/span><span class=\"NormalTextRun SCXW172305463 BCX0\">to pair<\/span><span class=\"NormalTextRun SCXW172305463 BCX0\"> the rich qualitative data from MSC with quantitative data.<\/span><\/span><span class=\"TextRun SCXW172305463 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW172305463 BCX0\">\u00a0<\/span><\/span><span class=\"EOP SCXW172305463 BCX0\" data-ccp-props=\"{}\">\u00a0<\/span><\/strong><\/p>\n<p><span data-contrast=\"auto\">We have found that the MSC quotes (and qualitative data in general) provide such rich descriptions of people\u2019s experiences and a level of understanding of the outcomes and impact of the work you\u2019re evaluating that you just can\u2019t get with quantitative data. It\u2019s also nice, however, to pair the qualitative data with numbers and statistics, when possible, to demonstrate the extent to which those experiences and outcomes may be representative of a larger group of people.<\/span><\/p>\n<p><span data-contrast=\"auto\">For example, in our Learning Circles evaluation, we paired a more traditional survey of participants with MSC-centered interviews, finding that a majority 75% of survey respondents said they applied knowledge gained from Learning Circles to inform program design, improvements, or policy. Our MSC interviews painted a picture of what knowledge adaptation and use looked like:\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<blockquote><p>\n<em>\u2026 as a reproductive health program implementer in Uganda, I learned how we could <b>make use of the different networks to do more advocacy<\/b> \u2026 I was learning from the Kenya participants how they were doing it on their side, especially using social media, how we could identify key actors for family planning that we could also make use of in Uganda.<\/em><\/p>\n<p><em>\u2026. It\u2019s really helped me change my real thinking, especially in the programming on gender-based violence and I could now better grasp what to do in regard to gender-based violence, even <b>develop funding proposals<\/b>, <b>build a stronger case<\/b> <b>within my organization for gender-based violence [programming]<\/b>.<\/em>\n<\/p><\/blockquote>\n<p><strong><span class=\"TextRun MacChromeBold SCXW66569376 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW66569376 BCX0\">4. You still need<\/span><span class=\"NormalTextRun SCXW66569376 BCX0\"> experienced <\/span><span class=\"NormalTextRun SCXW66569376 BCX0\">researchers to collect and analyze MSC data<\/span><span class=\"NormalTextRun SCXW66569376 BCX0\">.<\/span><\/span><span class=\"EOP SCXW66569376 BCX0\" data-ccp-props=\"{}\">\u00a0<\/span><\/strong><\/p>\n<p><span data-contrast=\"auto\">Although people generally understood the MSC questions and responded accordingly, it\u2019s still important to have experienced interviewers who can probe when needed. Once the data are collected, you also need people with some experience in qualitative data analysis to analyze and synthesize the data. We used <\/span><a href=\"https:\/\/atlasti.com\/\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">ATLAS.ti<\/span><\/a><span data-contrast=\"auto\"> to code and analyze the data, but free and simpler software options are also available such <\/span><a href=\"https:\/\/provalisresearch.com\/products\/qualitative-data-analysis-software\/freeware\/\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">QDA Miner Lite<\/span><\/a><span data-contrast=\"auto\">, <\/span><a href=\"https:\/\/www.taguette.org\/\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">Taguette<\/span><\/a><span data-contrast=\"auto\">, or even Google Docs\/Sheets or Microsoft Word\/Excel.<\/span><\/p>\n<p><b><span data-contrast=\"auto\">5. MSC is a great method to contribute to evaluation of KM interventions!<\/span><\/b><\/p>\n<p><span data-contrast=\"auto\">Our team had experience with using MSC for <\/span><a href=\"https:\/\/doi.org\/10.1186\/s12992-021-00717-0\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">ongoing monitoring of FP\/RH program interventions under The Challenge Initiative<\/span><\/a><span data-contrast=\"auto\">. We thought it could also be useful for M&amp;E of KM interventions, but we didn\u2019t have any experience or evidence to back that hunch up.
