This practice area goes by several names. Here, I\u2019m using the term, \u201cpopulation, health, and environment (PHE)\u201d, which dates to the 1980s when the conservation sector began advocating for integrated programming to achieve both biodiversity and human health goals.<\/p>\n<p>After decades of working in family planning (FP) and sexual and reproductive health and rights (SRHR), I\u2019m thrilled to be learning more about the climate change and environment part of the PHE approach. It makes so much sense because environmental health and the health of women \u2014 particularly women\u2019s ability to decide if, when, and how many children to have \u2014 are cornerstones of economic revitalization and sustainable development. Despite my enthusiasm for PHE, early in my learning journey I found myself swimming in a sea of new terminology and worried I was saying the wrong thing. I\u2019m still learning, but I\u2019ve absorbed a few things about the lingo and some of the big themes in the PHE practice area. I\u2019m sharing those here hoping it helps others understand the terminology and a few key nuances about PHE.<\/p>\n\n\t\t<\/div>\n\t<\/div>\n<div class=\"vc_empty_space\"   style=\"height: 32px\"><span class=\"vc_empty_space_inner\"><\/span><\/div>\n\t<div class=\"wpb_text_column wpb_content_element\" >\n\t\t<div class=\"wpb_wrapper\">\n\t\t\t<p style=\"font-weight: 400\"><strong>PHE \u2013 Population, health, and environment<\/strong> is an integrated community-based approach that recognizes and addresses the complex relationships between people\u2019s health and the environment. This multi-sectoral approach strives to improve voluntary family planning and reproductive health care, and conservation and natural resource management within the communities living in ecologically rich areas of the globe, which often have limited access to health care, including family planning. \u2013 <a href=\"https:\/\/peopleplanetconnect.org\/about\/\">People Planet Connection<\/a><\/p>\n\n\t\t<\/div>\n\t<\/div>\n<div class=\"vc_empty_space\"   style=\"height: 32px\"><span class=\"vc_empty_space_inner\"><\/span><\/div><\/div><\/div><\/div><\/div><div class=\"vc_row wpb_row vc_row-fluid\" ><div class=\"wpb_column vc_column_container vc_col-sm-12\"><div class=\"vc_column-inner\"><div class=\"wpb_wrapper\"><div class=\"vc_btn3-container vc_btn3-center vc_do_btn\" ><a onmouseenter=\"this.style.backgroundColor='#3fafd4'; this.style.color='#f7f7f7'; this.style.borderColor='#3fafd4';\" onmouseleave=\"this.style.backgroundColor='#58B9DA'; this.style.color='#fff'; this.style.borderColor='#58B9DA';\" style=\"background-color:#58B9DA; color:#fff; border-color:#58B9DA;\" class=\"vc_general vc_btn3 vc_btn3-size-md vc_btn3-shape-rounded vc_btn3-style-modern\" href=\"https:\/\/knowledgesuccess.org\/wp-content\/uploads\/2024\/07\/PHE-Terminology-Guide_Final.pdf\" title=\"\" target=\"_blank\">Download the guide<\/a><\/div><div class=\"vc_empty_space\"   style=\"height: 32px\"><span class=\"vc_empty_space_inner\"><\/span><\/div><\/div><\/div><\/div><\/div><div class=\"vc_row wpb_row vc_row-fluid\" ><div class=\"wpb_column vc_column_container vc_col-sm-12\"><div class=\"vc_column-inner\"><div class=\"wpb_wrapper\"><div class=\"vc_empty_space\"   style=\"height: 32px\"><span class=\"vc_empty_space_inner\"><\/span><\/div>\n\t<div class=\"wpb_text_column wpb_content_element\" >\n\t\t<div class=\"wpb_wrapper\">\n\t\t\t<h1><strong>Why is PHE important?<\/strong><\/h1>\n\n\t\t<\/div>\n\t<\/div>\n<div class=\"vc_empty_space\"   style=\"height: 32px\"><span class=\"vc_empty_space_inner\"><\/span><\/div>\n\t<div class=\"wpb_text_column wpb_content_element\" >\n\t\t<div class=\"wpb_wrapper\">\n\t\t\t<p>The health of the planet underpins the well-being of all life, including humanity. Ultimately, all 17 <a href=\"https:\/\/www.un.org\/sustainabledevelopment\/sustainable-development-goals\/\">Sustainable Development Goals<\/a> depend on a healthy environment. Our most vulnerable countries and populations are disproportionally affected by environmental degradation; women and children suffer greater economic and health burdens.<\/p>\n<p>Deciding whether, when, and how often to bring children into the world is the foundation of human development. Access to voluntary family planning enables this human right. Family planning remains \u2014 and arguably will always be \u2014 one of the best bangs for the buck in development. It improves the health and well-being of women and children, alleviates poverty, and dramatically expands opportunity.<\/p>\n\n\t\t<\/div>\n\t<\/div>\n<div class=\"vc_empty_space\"   style=\"height: 32px\"><span class=\"vc_empty_space_inner\"><\/span><\/div><\/div><\/div><\/div><\/div><div class=\"vc_row wpb_row vc_row-fluid\" ><div class=\"wpb_column vc_column_container vc_col-sm-12\"><div class=\"vc_column-inner\"><div class=\"wpb_wrapper\">\n\t<div class=\"wpb_text_column wpb_content_element\" >\n\t\t<div class=\"wpb_wrapper\">\n\t\t\t<p style=\"font-weight: 400\">While single-sector programs have their place and are the most effective intervention in some situations (e.g., smallpox eradication), the political, funding, and scientific communities continue to move to holistic, multi-sector approaches to development interventions. Integrated development (also known as multi-sector, cross-sector, or multidisciplinary development) is the future.<\/p>\n\n\t\t<\/div>\n\t<\/div>\n<div class=\"vc_empty_space\"   style=\"height: 32px\"><span class=\"vc_empty_space_inner\"><\/span><\/div>\n\t<div class=\"wpb_text_column wpb_content_element\" >\n\t\t<div class=\"wpb_wrapper\">\n\t\t\t<p style=\"font-weight: 400\">The focus on the convergence of women\u2019s health and planetary health continues to increase. Here are a few current examples of diverse fields advancing integrated approaches:<\/p>\n<ul>\n<li>For the first time, the 2025 International Conference on Family Planning will have a <a href=\"https:\/\/theicfp.org\/subcommittee-environment\">conference track devoted to climate change and environment <\/a>to promote the reciprocity between population dynamics and environmental well-being.<\/li>\n<li>The <a href=\"https:\/\/www.lshtm.ac.uk\/research\/centres\/march-centre\/news\/405756\/protecting-health-women-children-and-future-generations-reflection-actions\">UK government announced that \u00a316million<\/a> of their International Climate Finance will be earmarked to support reproductive choice\u00a0as part of climate resilience building.<\/li>\n<li>Currently, a consortium led by the World Health Organization\u2019s Human Reproductive Programme, the African Institute for Development Policy, and the IBP Network, is undertaking a systematic consultation with global partners to identify research and program priorities at the intersection of climate change and sexual and reproductive health and rights. Findings forthcoming.<\/li>\n<li>The Biodiversity and Family Planning Task Force of the International Union for Conservation of Nature just published <a href=\"https:\/\/margaretpyke.org\/wp-content\/uploads\/2024\/05\/Reproductive-choice-in-the-NBSAPs-May-2024.pdf\">guidance<\/a> for revising countries\u2019 National Biodiversity Strategies and Action Plans to remove barriers to voluntary family planning and include PHE in the revised plans.<\/li>\n<li>The 28<sup>th<\/sup> Conference of Parties (COP 28) to the United Nations Framework Convention of Climate Change held its first ever Health Day, putting human health at the forefront for climate action and unveiling the <a href=\"https:\/\/www.cop28.com\/en\/cop28-uae-declaration-on-climate-and-health\">Climate and Health Declaration<\/a> endorsed by 123 countries.<\/li>\n<li>Women Deliver packaged climate insights from the 2023 conference into an <a href=\"https:\/\/womendeliver.org\/publications\/unpacking-climate-insights-wd2023-cop28-action\/\">Advocacy Guide<\/a> to use before, during, and after COP 28.<\/li>\n<\/ul>\n\n\t\t<\/div>\n\t<\/div>\n<\/div><\/div><\/div><\/div><div class=\"vc_row wpb_row vc_row-fluid\" ><div class=\"wpb_column vc_column_container vc_col-sm-12\"><div class=\"vc_column-inner\"><div class=\"wpb_wrapper\"><div class=\"vc_empty_space\"   style=\"height: 32px\"><span class=\"vc_empty_space_inner\"><\/span><\/div>\n\t<div class=\"wpb_text_column wpb_content_element\" >\n\t\t<div class=\"wpb_wrapper\">\n\t\t\t<h1><strong>PHE Tips and Takeaways<\/strong><\/h1>\n\n\t\t<\/div>\n\t<\/div>\n<div class=\"vc_empty_space\"   style=\"height: 32px\"><span class=\"vc_empty_space_inner\"><\/span><\/div>\n\t<div class=\"wpb_text_column wpb_content_element\" >\n\t\t<div class=\"wpb_wrapper\">\n\t\t\t<p>At the risk of emphasizing what PHE is not, I\u2019ve found that it is necessary sometimes. PHE is <strong>not<\/strong> about blaming the current climate crisis on low- and middle-income countries (LMICs), regions with high population growth, or people with larger families. PHE is <strong>not<\/strong> about focusing climate change solutions on LMICs exclusively. It is well known that overconsumption by wealthy countries is the leading cause of climate change. And<strong> PHE is NOT about promoting population control or coercive family planning programming or policies.<\/strong> This may need to be said loudly and repeatedly. Population dynamics are vital demographic indicators for climate adaptation measures, and development and humanitarian communities must continue to talk about population numbers while debunking alarmist narratives around overpopulation.<\/p>\n<p><strong>This topic has passionate champions who know and care more about one sector than the other<\/strong>. Some of us come to the topic from the climate change or environment perspective and some from the human health or women\u2019s health \u201cside.\u201d The health and environment sectors have separate funding, normative bodies, objectives and frameworks, and language. Development\u2019s current siloed nature can reveal divisiveness and competition. One of the biggest reoccurring questions that I hear is: How can funders organize their structures to support health and environment initiatives simultaneously? Ultimately, a willingness to step outside of comfort zones and embrace other sectors is key to driving combined agendas forward.<\/p>\n<p><strong>Communicating effectively between sectors may mean using multiple abbreviations and terms in the same sentence.<\/strong> I often default to saying \u201cPHE\/PED\u201d to cover my bases. As a die-hard family planning champion, it\u2019s important to ensure that the \u201cP\u201d for population is included in my terminology. That said, I\u2019m learning the importance of suspending FP as a focal point in the interest of making progress in health more broadly or in adjacent areas such as maternal and child health and gender, all of which can include FP.<\/p>\n\n\t\t<\/div>\n\t<\/div>\n<\/div><\/div><\/div><\/div><div class=\"vc_row wpb_row vc_row-fluid\" ><div class=\"wpb_column vc_column_container vc_col-sm-12\"><div class=\"vc_column-inner\"><div class=\"wpb_wrapper\"><div class=\"vc_empty_space\"   style=\"height: 10px\"><span class=\"vc_empty_space_inner\"><\/span><\/div>\n\t<div class=\"wpb_text_column wpb_content_element\" >\n\t\t<div class=\"wpb_wrapper\">\n\t\t\t<p><strong>Don\u2019t get too hung up on the terminology.<\/strong> Yes, it\u2019s important to know the terms and to use the best terminology for the conversation at hand. But the bigger point is integration. Regardless of whether it\u2019s PHE, PED, PHED, or planetary health, the core of the practice is about integrating work between two or more sectors. The thrust of the effort at any nexus is merging work streams. Achieving better outcomes simultaneously in the health and environment sectors requires creating more inclusive pathways, incentives, and frameworks to drive integrated work. Conceptually and operationally, that is complex work, but the development and humanitarian communities have done this before (nutrition across sectors is a known success). I\u2019m learning it\u2019s essential to be flexible and forgiving with the terminology, check for comprehension, and embrace the beginner mindset in everyone.<\/p>\n<p>At the core of integration are people from different sectors deliberately coordinating their work toward complementary goals, and at the core of deliberately coordinating is a willingness and openness to make connections and learn from each other.<\/p>\n\n\t\t<\/div>\n\t<\/div>\n<div class=\"vc_empty_space\"   style=\"height: 10px\"><span class=\"vc_empty_space_inner\"><\/span><\/div><\/div><\/div><\/div><\/div><div class=\"vc_row wpb_row vc_row-fluid\" ><div class=\"wpb_column vc_column_container vc_col-sm-12\"><div class=\"vc_column-inner\"><div class=\"wpb_wrapper\"><div class=\"vc_empty_space\"
